I’ve been keeping an eye on Apple’s refurbished site and it looks like the M3 MacBook Airs are finally available. Links are to the Midnight models but various colors are available on the site. It looks like the best bang for the buck are probably the 16GB ram and 512GB SSD models

You can get 16GB ram and 512GB storage model for $ 1269 [apple.com] for the 13 inch model and $ 1439 for the 15 inch model [apple.com] which are quite a bit lower than the official prices and $ 130 lower than their Education Store prices.
