You have to activate with ATT or VZW. If you want to do this entirely online you will need to port in a throwaway number which you can get for cheap from google voice/tello. Itherwise, you will have to go to a store.
Once you receive the phone you can cancel the account. ATT buyers remorse policy is 3 days to refund $ 35 activation fee and 14 days to cancel the line. Not as slick as $ 549 before but still a decent price.
