I find this one to be a bit odd.

At my local Big Orange’s (AKA Home Depot) site, it says Limited stock and will not allow me to order it.

Brink Seek says they have 44.
While I was at my local Big Orange (BO), I found a display of this item that looks like it had at least 20.

What is the difference between the $ 8.88 straps vs.the $ 9.97 ones?
